Who pays for what at the end of a tenancy is set by the agreement you signed, and it differs from one contract to the next. When a disagreement happens, it almost never turns on the wording. It turns on a harder question: what state was the home in when the tenant moved in, and what state is it in now?
Without a record, that question is answered from memory, from a handful of phone photos, and from goodwill that has usually run thin by move-out.
